Thomas Oliver

Thomas is an accomplished real estate developer and asset manager with over 15 years of experience in development, construction management, and portfolio oversight. Based in Fort Worth, Texas, he has a strong record of leading residential and multifamily projects from concept to completion.

He has developed more than 30 single-family homes in Fort Worth’s 76104 area and led pre-development for a 40-home subdivision in Forest Hill. His expertise includes feasibility analysis, entitlements, budgeting, and scheduling—ensuring every project meets both timeline and return-on-investment goals. Known for his collaborative leadership, Thomas works effectively with architects, engineers, contractors, investors, and city officials to deliver high-quality, community-focused developments.

Earlier in his career, Thomas managed a portfolio of seven properties across Arkansas and Kentucky, overseeing operations, financial performance, and compliance to optimize value and NOI. As a project manager, he coordinated subdivision build-outs, logistics, inspections, and leasing to maintain quality and accelerate absorption.

Beyond his professional achievements, Thomas is deeply engaged in civic and industry organizations. He is a member of the Greater Fort Worth Builders Association, serves as Economic Development Chair for the Historic Southside Neighborhood Association, and sits on the City of Fort Worth’s Historic and Cultural Landmarks Commission. He has also served on the Development Advisory Committee (2021–2023) and as a Braver Together Ambassador.

James P. Walker

Community Leader, Veteran, and Advocate for Urban Development

James P. Walker is a Fort Worth–based community leader, Navy veteran, and advocate for

equitable urban development. With seven years of honorable military service, James has carried

his dedication to teamwork, discipline, and service into his work transforming neighborhoods

across the city. He has overseen the construction of more than 20 homes in the Southside and

Stop Six areas—projects that have strengthened housing accessibility and supported the city’s

broader revitalization goals.

Deeply engaged in civic and neighborhood leadership, James serves as President of the Historic

Southside Neighborhood Association, where he leads initiatives to promote safety, growth, and

community pride. He is also an Ambassador for Braver R Together, an organization that fosters

collaboration between law enforcement and residents. In addition, James contributes to shaping

the area’s future as a member of the Urban Design Committee for the Near Southside, helping

guide design standards and development consistent with the community’s vision.

His civic involvement extends to his role as Chair of the District 8 Building Standards

Commission, where he works to uphold responsible property maintenance and support

neighborhood integrity. James also serves on the Coalition Team dedicated to revitalizing

Glenwood Park, creating greener, more connected spaces for residents to enjoy.

Previously, as Economic Development Chair for the Historic Southside Neighborhood

Association, James focused on expanding local business opportunities and attracting investment

to historically underserved areas.

neighborhoods where residents can live, work, and thrive together.
